you successfully installed the quartus prime software ,but did not install any devices.
do you want to launch the device installer to add devices?

可以确定的是已经安装了。
再安装时也是已经安装了的。

但是还是不能用啊。

有很多旧的器件，Quartus 15.1是不再支持的。
